Statistical Analysis
Out of 2862 successfull PvP strikes (with different skill values), I got 569 reinforced armor effects.
Considering a linear algorithm, I get a chance for RA at 100 of 24.3% Assuming skill value is first rounded down to the nearest multiple of 10 : 24.9%
The lowest skill value seen (so far) for which Reinforced Armor kicked-in : 10
I believe that every 4 points in Reinforced Armor gives you a 1% chance for a maximum of 25% with skill at 100.
