I was planning on keeping them there. I did consider making them as regular template pages, but the major editors know where they are, and anyone else would probably try to use a "template" page by just putting {{Template:Item}} on a page and then complain that it wasn't working right.

I think if I was to suggest a solution to this, I'd just place something on the top of the templates page that says if you're looking for a starter layout for a new page, this is where to find them, and then have links to the ones that have been made.
