This must be the group Thrant told you about. They look like they are preparing to go on a hunt.

'You want to come on the hunt, you need to make one of those. Grab yourself a few Narwal bones and Narwal Horns. Work out the rest for yourself. When you are ready we will be up by the Beach.'
