A little goblin stands infront of you. 'He keeps making jokes at me, mocking me, but I'll teach him! No wait, you should teach him! Go kill him and I'll tell you where you can find his pretty outfit. You will need a group to kill him, for some reason he is extremely strong.'

The tunic is in the lower Galo Caves.
